赖聪乾教授生于1960年，18岁前住(台湾)嘉义，之后6年，在(新竹)清华校园渡过充实而快乐的学习时光，获工业工程学士和硕士，服完两年预官（义务役）后，前往（美国加州）史坦福大学(Stanford University)工业工程系(现并入管理科学与工程系)攻读博士，转眼结束5年如梦幻般的校园生活，随即在台大工商管理系暨商学所任教迄2016年1月退休，期间(1998至99)在麻省理工学院运筹研究中心客座一年。于2016年3月起任职于哈尔滨工程大学经济管理学院。
