朱戈勋，中共党员，硕士研究生学历，讲师（预聘副教授），现为哈尔滨工程大学外国语学院院长助理、本科英语专业教研部主任。
曾任中国外文局翻译专业资格考试阅卷专家，全国高等学校英语专业八级考试阅卷专家，大学英语四六级考试阅卷专家；北京冬奥会单板自由式项目国内技术官员，国际雪联自由式滑雪及单板滑雪世界杯赛事裁判。
20171211班本科生班主任，指导规划学生的专业学习，该班专业四级通过率88%，良好及优秀率64%；专业八级通过率95.7%，良好率52.2%；班级学生获得推免研究生资格比例达32%，毕业后到中国人民大学、武汉大学、哈尔滨工业大学、北京理工大学、东南大学等双一流高校，以及英国爱丁堡大学、首尔大学等国外高校深造学习。

ZHU Gexun, member of CPC, Master of Translation, lecturer (tenure-track associate professor), is now serving as Assistant Dean of School of Foreign Studies of HEU. While teaching English majors, Zhu is also the Deputy Director of Centre for MTI and Secretary of Centre for Translation Studies.
He once held the position of examiner for CATTI, TEM-8, and CET-4. He is the National Technical Officer in Olympic Winter Games Beijing 2022 and judge in FIS World Cup.
He was in charge of Class 20171211, a class of English majors. Under his guidance, 88% of the class passed TEM-4 (Test for English Majors-Band 4), and 22 out of 23 who took the test got the certificate of TEM-8. Nearly one-third of his students acquired the qualifications exempt from taking examinations to be admitted into postgraduate programmes in the first-class universities in China, such as Renming University of China, Wuhan University, Harbin Insititute of Technology, Beijing Insititute of Technology, Southeast University. Several students go abroad and study in world-renowned universities including the University of Edinburgh and Seoul National University.
